​Habitat for Humanity Seeks Yard Setback Variance for Upcoming Townhomes

​Public Hearing Scheduled for November 10 and 17 at City Hall
Mitchell, S.D. — Mitchell Regional Habitat for Humanity (MRHFH) has applied for a variance permit related to the construction of its next affordable housing project — a set of two townhome units designed to provide attainable homeownership opportunities for local working families.
The request seeks to reduce the required side-yard setbacks by three feet for the east and west sides of the property (East side yard: 0’ vs. 3’ on Lot 8; West side yard: 0’ vs. 3’ on Lot 9). This adjustment allows for safe, code-compliant townhome construction that maximizes the use of the available lots while maintaining quality and safety standards.
Public hearings on the variance will be held at Mitchell City Hall, 612 N. Main Street, on
  • Monday, November 10, 2025, at 12:00 p.m. and
  • Monday, November 17, 2025, at 6:00 p.m.
“This variance request supports smart infill housing and helps us serve more local families,” said Rachel Hagenbaugh, Executive Director of MRHFH. “We’re working closely with the City of Mitchell to ensure the homes meet all safety and building requirements while remaining affordable for our partner families.”
The townhome project aligns with the City’s housing priorities and Habitat’s mission to bring people together to build homes, communities, and hope.

​Proposed Rental Housing Ordinance Aims to Strengthen Housing Standards Across Mitchell

​Mitchell, SD – [November, 2025] — The City of Mitchell is considering adoption of a Rental Housing Code (Ordinance O2025-06) designed to establish minimum safety, maintenance, and sanitation standards for rental properties. The proposed ordinance introduces a licensing and inspection program intended to improve the quality and safety of rental housing throughout the community.
Mitchell Regional Habitat for Humanity (MRHFH) supports the City’s broader goal of ensuring that every resident — whether renter or homeowner — has access to a safe, decent, and affordable place to live.
“Any step toward improving housing quality helps strengthen the overall well-being of our community,” said Rachel Hagenbaugh, Executive Director of Mitchell Regional Habitat for Humanity. “We know there may be some initial challenges or concerns from larger management companies, but long-term, this kind of accountability benefits everyone — tenants, landlords, and neighbors alike.”
While Habitat for Humanity does not provide repair services for rental or management-owned properties, MRHFH’s Home Repair Program continues to serve low-income homeowners who need assistance maintaining their homes in safe and livable condition.
Hagenbaugh adds that the upcoming Habitat ReStore, set to open in Mitchell, could also play a helpful role if the ordinance moves forward.
“The ReStore will give homeowners, landlords, and tenants access to affordable materials and supplies for home improvements,” Hagenbaugh said. “It’s one practical way we can all work together to meet higher housing standards without placing an extra financial burden on those trying to do the right thing.”
The proposed ordinance will go before the Mitchell City Council for public discussion and potential adoption in the coming months. If approved, it would take effect January 1, 2026.

South Dakota Habitat Affiliates to Advocate for Affordable Housing in Washington, D.C.

Mitchell, SD – February 2025 – The Mitchell Regional Habitat for Humanity (MRHFH), in collaboration with Habitat affiliates from the Black Hills, will proudly represent South Dakota at the upcoming Habitat on the Hill. This annual legislative conference for Habitat for Humanity is scheduled to be held in Washington, D.C., from February 11-13, 2025 to advocate for affordable housing.

Nationwide, housing costs are skyrocketing, leaving more families without access to a safe, affordable, and decent place to call home. Here in South Dakota, 1 in 11 households spends half or more of their income on housing. This growing crisis underscores the urgent need for action from lawmakers to support affordable housing solutions.
​“Our last 4-bedroom, 2-bath home sold for only $170,000—remarkably below the cost of most new construction homes,” said Hagenbaugh. “That home wasn’t just a structure; it was a fresh start for a family who now has the stability to thrive. These are the stories we want our representatives to hear. Behind every policy is a family whose future depends on safe, affordable housing.”

Every day, we see the toll that housing insecurity takes on families in our community,” Hagenbaugh added. “Parents are forced to choose between paying rent and buying groceries, and children are left without the stability of a permanent home. We are heading to Washington to ensure these families are seen, heard, and supported.”

Habitat on the Hill provides a platform for attendees to engage in workshops, collaborate with peers, and directly advocate for change. Mitchell Regional Habitat for Humanity is thrilled to collaborate with Brookings and Black Hills Habitat affiliates, along with other affiliates from across the country, to elevate the voices of South Dakotans on a national platform. This united initiative aims to emphasize the significance of federal support in promoting local housing projects and enhancing the lives of families in need. By joining forces with affiliates nationwide, we can strengthen our advocacy efforts and create a more significant impact on housing issues that affect communities everywhere.

Mitchell Regional Habitat for Humanity Receives Avera Community Rehabilitation Grant

Mitchell, SD – January 2025 – Mitchell Regional Habitat for Humanity (MRHFH) is proud to announce that it has been awarded a $1,500 Community Rehabilitation Grant from Avera Health. This generous contribution will directly support MRHFH’s mission to build strength, stability, and self-reliance through affordable housing solutions in the Mitchell community.
The grant will assist with ongoing projects aimed at enhancing the quality of life for local families by ensuring access to safe and affordable housing. These funds will help MRHFH complete vital tasks such as construction, repairs, and landscaping for homes, including support for:
  • Aesthetics: Exterior painting, minor patching/siding repair, yard clean-up
  • Weatherization: Repairs to improve energy efficiency, such as caulking, weatherstripping, and storm door installation
  • Safety: Manufactured handrail installation, porch surface repairs, wooden privacy fence installation, and ramps
In addition, MRHFH is excited to announce the release of its 2025 Home Repair Application. The application will be available on the organization’s website, offering eligible homeowners the opportunity to request assistance with light exterior repairs, weatherization, safety improvements, and more. Those interested in applying can find full details and submission instructions online.

Mitchell Regional Habitat for Humanity Receives Avera Community Rehabilitation Grant

Mitchell, SD – September 11th, 2024 – Mitchell Regional Habitat for Humanity is proud to announce a special Volunteer Day collaboration with First Interstate Bank and Vern Eide Motorcars. Together, these dedicated teams of volunteers will join forces to make significant progress on our 10th build—a home for a hardworking mother of three children.

Scheduled for September 11th, this volunteer day will focus on critical tasks such as siding and flooring, helping ensure that the house will be completed in time for the family to move in before Christmas. We are beyond grateful for the generous contributions of time and energy from these incredible community partners.

First Interstate Bank has a long history of giving back through their annual Volunteer Day, with employees across the region stepping out of the office to contribute to meaningful causes. Vern Eide Motorcars, through their Vern Eide Gives program, is also committed to fostering positive change in communities across South Dakota.

The collaboration with both organizations is expected to bring together a strong team of volunteers, ensuring that we get a significant amount of work done. This event is a testament to the power of community partnerships and the difference we can make when we work together.

​Mitchell, SD — In a heartwarming display of community support, Mitchell Regional Habitat for Humanity is proud to announce its partnership with First Interstate Bank to complete the construction of its 10th home, providing affordable housing for a mother of three in the Mitchell area. Through First Interstate Bank's "Commitment to Community" initiative and the involvement of its employees in Volunteer Day on September 11, 2024, this collaboration exemplifies the power of coming together to make a lasting impact.

​The home, which is set to be completed by Christmas, will provide stability and a fresh start for the family. First Interstate Bank's volunteers contributed vital time and effort to help ensure the home was framed, roofed, and prepped for final touches. However, to meet the goal of moving the family in by the holidays, Mitchell Regional Habitat for Humanity still needs to complete landscaping before winter.

Rachel Marie Hagenbaugh Appointed Executive Director of Mitchell Regional Habitat for Humanity
Mitchell, SD – [July 2024] –

Mitchell Regional Habitat for Humanity proudly announces Rachel Marie Hagenbaugh as its new Executive Director. Rachel's diverse background in community engagement, activism, and digital media strategy, coupled with her personal dedication to service, makes her an excellent fit for this role.

Rachel, a First Generation American and military brat, has lived across the United States, instilling in her a deep sense of resilience and service. In Florida, she worked at the farmer’s market, ensuring low-income families could access nutritious food through EBT and USDA Double-Bucks. She also successfully advocated for safer pedestrian access in her community and ran a commendable city council campaign, earning state and national endorsements.

Relocating to Mitchell, SD, during the pandemic, Rachel and her family—her husband of 13 years and their three children, aged 12, nearly 6, and 18 months—found a new home and community. Her son, who is autistic, has inspired her advocacy for inclusive community initiatives.

Rachel’s vision for Mitchell Regional Habitat for Humanity includes expanding outreach and fostering affordable housing solutions. “I am honored to join Mitchell Regional Habitat for Humanity,” she stated. “I believe in the power of community and the difference we can make together. I look forward to creating opportunities for families to achieve homeownership.”

During this transition, former Executive Director Kerri Peters will remain in contact, providing support from out of state to ensure continuity in Habitat’s mission and projects.
